Commercial area moratorium extension (Ordinance 2014-06)
Council adopted Ordinance 2014-06 extending a moratorium on subdivision, zoning, or building permit applications for properties guided for commercial land use by the comprehensive plan; the motion passed with four in favor and Scheffler opposed, and the ordinance text states it would remain effective for up to six months ending October 8, 2014 unless repealed earlier.

SSTS / septic and well ordinance update (Ordinance 2014-05)
Council adopted Ordinance 2014-05 amending Chapter 9 of the city code to adopt new state regulations for individual sewage treatment systems and to relocate private water supply (wells) provisions to Section 6, approving it as presented with recommendations by Liz Stockman.

Residential open space preservation / senior housing / clustering workshop
Council scheduled a joint workshop with the Planning & Zoning Commission to discuss ordinance changes relating to land preservation and senior housing (described in minutes as “Residential Open Space Preservation”), setting the session for Tuesday, April 22, 2014 from 5:00 PM to 7:00 PM.

Full-time maintenance/parks employee hiring
Council considered hiring for a full-time maintenance/parks employee; a motion was made to offer Phil Dahlheimer a full-time position at $18 plus outlined benefits, but the motion failed with Rainville, Pilon, and Meyer opposed and Scheffler and Schulz in favor.

Concrete repairs at City Hall and city offices
Council discussed needed concrete repairs (City Hall steps and city offices front sidewalk) and voted to table the matter until the Building Official could prepare specifications for contractors to bid on, rather than proceeding directly with the estimates included in the packet.

Council discussed water softener repairs and installing an outside water faucet and voted to table the work until product specifications could be obtained and the city could determine whether Aquarius installs outside hose-bibs.

MN Amateur Space Founder Association / rocket launches at Fricke sod farm
During floor items, Neal Higgins asked about resuming use of the Fricke sod farm field for the MN Amateur Space Founder Association’s rocket launches; Pilon said Fricke was interested under certain conditions and the city was working to finalize a meeting with the city planner, and Higgins had sent a letter of intent to use the property if possible.
